1. Background

This consultation document seeks views on the draft Order to enact a change to the shares going to the National Lottery good causes of arts, sport, heritage and charitable expenditure, health, education and the environment.

NCVYS would like your views to inform its response to the Department for Culture, Media and Sport (DCMS) consultation on National Lottery Shares to ensure that any changes to Lottery funding continue to support activities for young people.

Below are questions to help facilitate a member response as well as information for NCVYS members wishing to submit their own response to DCMS. 2. Introduction

The Department for Culture, Media and Sport is consulting organisations on proposed changes to the distribution of funds raised through the National Lottery for good causes. DCMS have stated that they hope the changes will protect Lottery funding to the voluntary and community sector. However, we need your views as to whether what impact the proposed changes could have on your work.

The Lottery raises an average of over £25 million per week for good causes, changes proposed in the consultation will impact on how these funds are distributed.

3. Proposed changes

The proposed changes and stages of implementation being consulted on are:



First stage of proposed change
• On 1 April 2011: increase the share apportionment for arts, heritage and sport to 18% each of the Lottery and reduce the BIG Lottery Fund to 46%.
• 1 April 2012: increase the shares for arts, heritage and sport to 20% each of the Lottery and to reduce the apportionment share for the BIG Lottery Fund to 40%.

What could change – BIG Lottery Fund
At present the share apportionment for arts, heritage and sport is 16.6% each and the share apportionment for the BIG Lottery Fund is 50%. In 2007/8 the BIG Lottery Fund distributed over £523 to the voluntary and community sector and has supported the sector in key areas such as infrastructure development and a number of projects to support young people’s participation and engagement.

The change will mean a reduction to funding that will be available from the BIG Lottery Fund by 10% by 2012.

Apportionment for arts, heritage and sport
The changes will refocus distribution of funding at these target areas of provision, which could mean an increase for organisations delivering activities and services in these areas.

4. Key consultation areas

The consultation seeks views on:

•how the changes could benefit or disadvantage the sector
• would the changes impact on planned projects and priorities for your organisation
• whether the changes might have an impact on particular groups for example, race, gender, disability, age, faith/belief or sexual orientation.

They would also like evidence to support views expressed against these areas of consultation where possible.
