Background to the Call for Evidence is given below but the latest update is that DCSF has published Youth Sector Support Arrangements: Response to the Call for Evidence (March 2009). The paper sets out Government's plans to develop youth sector support arrangements. One of the key decisions is not to create one single lead agency for youth sector support arrangements, as supported by NCVYS in it's response to the consulation (see below).

Background to the Call for Evidence

In January 2008, the Department for Children, Schools and Families (DCSF) launched its Call for Evidence – Youth Sector Support Arrangements. As the independent voice of the voluntary youth sector, NCVYS submitted a co-ordinated response to the consultation.

In August 2008, the DCSF published findings from the consultation saying that it did not show a clear consensus for having a single-sector leading agency given the diversity of the sector. It suggested that current arrangements are confusing and overlapping on key issues such as quality assurance and workforce development. The value of support networks at both regional and local levels was highlighted, and respondents did not want to see this disappear.

Gathering evidence from the sector

To prepare for the submission, NCVYS collected evidence in three stages; a research and literature review, two consultation events with NCVYS members and discussion and sign-off by the NCVYS board of trustees. In addition to this NCVYS drew on its own extensive experience of providing voluntary youth sector support.

Recommendations from the voluntary youth sector 

After discussing myriad issues within and around youth sector support arrangements, the NCVYS response suggested a set of principles that should underpin any effective youth sector support structure:

  • accessible to all and community involvement

  • flexible and needs-led

  • sustainable

  • independent and free to work

  • build on good practice

  • involve young people

Models of youth sector support arrangements were also suggested based on input from NCVYS members at the consultation events.

NCVYS also consulted with black and minority ethnic (BME) voluntary and community youth sector organisations and submitted an additional response focusing on BME issues.
