Aiming high for young people: a ten year strategy for positive activities
The ten year youth strategy was launched on 26 July 2007 by Rt Hon Beverley Hughes MP, Minister for Children and Young People. NCVYS welcomed the strategy and its aim of setting long term goals and measurable milestones to improve outcomes for young people. The strategy recognises that high quality services delivered by confident and skilled staff are the key to making a real impact on young people’s lives. The Government views the effective commissioning of services from statutory, private and third sector providers and the development of the workforce to deliver the best practice in working with young people, as being key to achieving the aims of the strategy. The strategy also clearly values the role of volunteers in meeting the needs of young people. Within the strategy, the Government announced a youth workforce development programme (£25m) to include initiatives to attract more graduates and young people to work in the sector.The Government made the following commitments: pursuing the on-going Youth Matters reform being taken forward by the Children’s Workforce Development Council; attracting new high calibre recruits into the workforce; test local initiatives to encourage more young people to enter the workforce, by promoting and developing existing youth apprenticeships and undergraduate courses; the introduction of a new leadership programme to support the development of a shared set of competencies for leaders and managers working with young people across all sectors; working with national third sector youth organisations on how best to deliver the training needs of third sector staff and volunteers; introduce a common platform of skills and training for those who work with young people across all sectors (including developing new qualifications as appropriate for support staff); and developing consistent regulation including codes of practice for workers and employers.
