Introduction to workforce reform

Why workforce reform? (PDF) is an information sheet created by NCVYS to explain to leaders and managers why workforce reform has come about and what it is, to help them realise why they should take note of this important work.

In essence, it is about staff and volunteers having the best skills and knowledge in order to work with and meet the needs of children and young people.They cannot work alone and must work in an integrated (partnership) way with other services.

NCVYS member the Salvation Army has two clear messages to its youth staff and volunteers 'No more lone ranger' and 'It takes a village to raise a child'.

Change in government policy?

Up until the end of March 2011, the main body delivering the government's work around workforce reform is the Children's Workforce Development Council (CWDC). From April 2011 responsibilities will be transferred to the Department of Education. We await details of their policy and strategy around workforce development support for the voluntary and community youth sector.
